This Notification stated: "...As of October 1, 2025, you have been denied a housing subsidy (information on your income for the required period from February 1, 2025 to July 31, 2025 is missing)
When I submitted my application on September 18, 2025, I informed that (a) I am not working as hired, (b) I do not receive a pension, and (c) I do not have the income specified in Russian Federation Government Resolution No. 761 of December 14, 2005.
What income information was I supposed to provide? I was selling my personal property. I dutifully attached copies of the relevant documents to my application of September 18, 2025.
I am submitting a (new) application to the "Department of Social Protection the Population of Sovetsky District of Rostov-on-Don" and sending it on January 27, 2026, via Russian Post registered mail (tracking number 34410312296911).
In this application, I request clarification on what income information I should have provided. If (a) I was not working as hired, (b) I did not receive a pension, and (c) I didn't have the income specified in Russian Federation Government Resolution No. 761 of December 14, 2005.
The fact that I was selling a personal property doesn't preclude me from receiving a subsidy, as I understand it (Russian Federation Government Resolution No. 761 of December 14, 2005). I honestly and voluntarily reported this income.
Yesterday, March 6, 2026, I read the response (outgoing number 59.428/896 of February 10, 2026) to my (new) application:
"(...) To qualify for the subsidy, you needed a document confirming your official income for the billing period from February 1, 2025, to July 31, 2025 (...)"

"If you currently have information on your official income, you can apply through the MFC with a full package of documents for a reconsideration of your housing subsidy eligibility."

If on September 18, 2025, I voluntarily, on my own initiative, reported income from the sale of personal property, then in 2026 (from January 1, 2026 to March 6, 2026), I did not sell any personal property.
What should I do? What documents should I provide?
I have an option. I received a certificate (document), reference number КС-61/338, dated March 6, 2026. (In the certificate, the (insurance) pension I received from February 1, 2025, to March 6, 2026 was indicated.)
This certificate provides information about my pension for the period starting September 2025 up to March 2026.
I take this certificate and submit a new application (on March 6, 2026) for a subsidy ("You can apply... for a reconsideration of your housing subsidy" - the response number 59.428/896 of February 10, 2026). I am enclosing the received certificate, reference number КС-61/338, dated March 6, 2026.
I have not received a response regarding the specific [list of] income documents I was supposed to submit (on September 18, 2025). But I present Certificate No. КС-61/338 dated March 6, 2026. So, I hope for a positive resolution.
