On February 3, 2026 (10:59 AM), I sent you an email requesting your assistance in my personally receiving a written response (a certified copy of the response) to my Petition (Statement) dated December 12, 2025 (STATEMENT ON THE PROTECTION OF CONSTITUTIONAL RIGHTS IN CONNECTION WITH THE TRANSFER OF CONTRIBUTIONS FOR A FUNDED PENSION AND IN CONNECTION WITH AN APPLICATION FOR A FUNDED PENSION).
I would like to inform you that today, February 5, 2026, I received a letter from the Rostov region branch of the Pension and Social Insurance Fund of the Russian Federation. The letter dated January 22, 2026, number ИП-61-01/54831л ("... to exercise your right to establish a funded pension, you must submit an application for assigning a funded pension after the information on the amount of your pension savings is reflected (no earlier than April 1, 2026) in the СЗИ-ИЛС).
So, I need to submit an application. I submitted, already, two applications (on October 27, 2025 and January 15, 2026).
"Reflection in the СЗИ-ИЛС," as I can understand, will occur "no earlier than April 1, 2026." One way or another, this "reflection in the СЗИ-ИЛС" will occur, someday.
I have familiarized myself with the regulations regarding the appointment of funded pension, leads me to believe that the Pension and Social Insurance Fund of the Russian Federation (Social Fund) HAS THE RIGHT AND HAS THE RESPONSIBILITY to make a decision on assigning (establishing) to me a funded pension for me after I complied with all the rules established by Russian legislation. (All needed actions I have done, already, as it confirmed by three letters from the Social Fund: dated November 24, 2025, number ИП-61-01/47955л, dated December 22, 2025, number ИП-61-01/50987л, and dated January 22, 2026, number ИП-61-01/54831л).
I admit that the relevant decision may specify the date from which my funded pension will be accrued (will be assigned) (will be initiated for payments) - the date of the "reflecting in the СЗИ-ИЛС."
Such action will allow for the Fund's obligation to make a decision within 10 days and, at the same time, finish (the "reflecting in the СЗИ-ИЛС") on time required.
The response (I received) (that can be interpreted as a recommendation for me to submit a third application after April 1, 2026), - this response is of less effectiveness (in a human rights defending) then the decision (the making of the official decision) [with the legal force] to assign (to start payoffs) me a pension with (after) a date of April 2, 2026 (or after another similar date).
At the same time, I INFORM YOU that, as I understand it, I have received a response (letter from the Rostov region branch of the Pension and Social Insurance Fund of the Russian Federation dated January 22, 2026, number ИП-61-01/54831л).
Accordingly, I consider my request, set out in the email dated February 3, 2026 (10:59 AM), to be no longer relevant.
